Because much of the vowel signal it needs simply is not there. A peer-reviewed phonological study describes unstressed e and o both collapsing toward barely-audible sounds, and a separate acoustic study found the reduction is more frequent in European Portuguese than in Brazilian Portuguese and not predictable from word length. A tool reading the waveform has little left to work with; a native transcriber already knows the word.

It changes how much a transcriber has to reconstruct rather than transcribe. A word like pequeno can be spoken with two of its three vowels barely there, closer to pkenu than to the full spelling. The written form still needs every vowel the orthography requires, so the transcriber is writing the word they recognise, not the sound they heard in isolation, and a second linguist checks that call against the recording.

There is no flat rate, because no two files take the same work. Runtime, recording quality, how many people are talking, your deadline and whether you also need an English version all move the figure.
