Mauritius, yes: Bhojpuri is spoken there and is recognised in its own right, so one recording can cover Bihar, eastern Uttar Pradesh and Mauritius, with the script's references adjusted for a heritage audience. Fiji and the Caribbean, no. Fiji Hindi is a separate language built mainly on Awadhi with substantial Bhojpuri input, and Caribbean Hindustani and Sarnami are descendants rather than the same language. They will be understood and they will not sound local. Standard Hindi is followed throughout the Bhojpuri belt, but it carries an urban, official register that reads as distant for outreach content. For public-health, agricultural and financial-inclusion messaging, where people have to trust the message and then act on it, being understood is not the bar you are aiming for.

No — and the assumption that they are is one of the more expensive mistakes in this part of India. Bhojpuri belongs to Bihar and eastern Uttar Pradesh; Awadhi sits to the west around Lucknow and Ayodhya. They share ancestry and a good deal of vocabulary, which is exactly why an outsider hears one language and a local hears two. If your rollout crosses both belts, budget for both reads.
